Improved the split waste feature in the Cultivation facility module so that when waste to be distributed over multiple plants does not evenly divide into a number with two decimal places, the small remainder weight will be added to the waste of the final plant involved. For instance, splitting 10 g of waste among three plants will result in 3.33 g, 3.33 g, and 3.34 g of waste for the plants respectively.

Resolved a minor issue where clicking the Refresh button in the New Release notification pop-up window sometimes resulted in the user being unable to load any pages and needing to hard reload and log back in.
