Users are now prevented from completing supply chain mapping and receiving inventory from it until they create a Purchase Order with the same number of items to associate with the Transfer. This change will prevent inventory management issues.

As requested by the Pennsylvania Department of Health, partners who have been made inactive can no longer be reactivated.
